Project: CAREC as sub-regional node of Asia-Pacific Adaptation Network

Project objectives:

  • Facilitate regional dialogue and cooperation in the field of adaptation
  • Inventory and the exchange of best international and regional practices within and between the countries of Central Asia (measures, practices and programs)
  • Knowledge generation and analysis with the purpose of further use in the development of programs and implementation of practical actions
  • Strengthening the capacity of key stakeholders in the field of adaptation

Project background:
Five countries of Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, located in the heart of the Eurasian continent, are characterized by arid climate conditions. The currently occurring climate change phenomena such as increasing air temperature, strong drought and dry winds, have an impact on balance of water resources, soil conditions, crop yields, pasture productivity, conditions of natural ecosystems and human health, etc. Thus, the average air temperature in the region has increased by 1-20C for a 100 year period and the forecast proposes its growth by 3-60C by a year 2085 [1].

Increase in air temperature causes the intensive melting of glaciers and changes in hydrological conditions of rivers resulting in an increase of flooding and, at the same time, decrease in availability of water for irrigation in the summer season. It is expected that the frequency of abnormally hot periods, hurricanes shall be increased. The precipitation intensity and the quantity of flooding cases shall also demonstrate the growing tendency. Most countries in the region shall experience the strengthening of drought phenomenon.

In 2010 CAREC has become a sub-regional partner to the Asia-Pacific Network on Climate Change Adaptation (APAN) in Central Asia. The partnership contributes to the development of cooperation and exchange of knowledge in CA and will allow using the most complete and currently vital information on adaptation policies, covering not only Central Asia but the whole Asian region. In addition to the above-said, the collaboration shall ensure transfer of lessons learned and best available practices from the local community level to the national level with their further employment in Central Asia to enhance the adaptation policy.

The overall objectives:

  • analyzing the gaps
  • providing recommendations
  • conducting technology needs assessment
  • developing an inventory of good practices on adaptation to climate change in Central Asia

Implemented activities:

  • The sub-regional conference “Multisectoral dialogue on adaptation to climate change in Central Asia on the threshold of the 18th Conference of the Parties to the UNFCCC” held on November 12-13, 2012 in Tashkent has proved the above-mentioned opportunities of the partnership. The event attended by representatives from Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan served a platform for multi –state dialogue and sharing of gained experience on climate change adaptation. It was noted that increasing aridity, reduce in water resources and decrease in agricultural productivity are typical factors of climate change impact in the region
  • The regional training-workshop: “Evaluating climate change adaptation practices in Central Asia” was organized in Almaty, on 11-12th of July 2012. The overall goal of the training was to improve knowledge and skills of the key stakeholders – decision makers and practitioners – on evaluation methods in adaptation to climate change. The training has contributed in terms of strengthening the practical skills to select and apply the appropriate evaluation methodology of existing adaptation practices, as well as improving the understanding of the priority needs and practices on adaptation to climate change in Central Asia

  • Consultation meeting “Integration of climate change adaptation into sustainable development in Central Asia” was held on 29th of September 2012 during MCED-6 in Astana, Kazakhstan. The participants shared understandings to the issues of climate change impact, vulnerability and adaptation in Central Asia. The meeting was commenced with the presentation by CAREC of Gap Analysis preliminary results and proceeded with the presentations of national experts from each country in the region on current situation and status of climate change adaptation strategies
